this was his response:
I believe that is a Maramet. The Maramet is a highly intelligent land otter native to the Peruvian mountains. It's survival hinges on its ability to accurately mimic human traits and mannerism, allowing it to blend in with modern society. The Maramet is able to imitate young children, thus fooling human parental units into feeding him. However, in last few years, the Maramets population has started to dwindle due to the increasingly fatty foods that they are being fed. On a steady diet of Cheetos and Soda, Maramets have grown fat and lazy, becoming too unattractive to breed. The picture you are looking at is a new trial program being run by the Worldwide Wildlife Federation. The WWF is introducing beer to the Maramet's diet, hoping that the added effect of beer goggles will get the species to start mating once more. The trial is in its early stages and noone is quite sure if it will work yet.
Hope that clears things up.
